Vietnam's trade is no conger strictly controlled by the Ministry of Foreign Trade, and further more are loopholes for the adroit and smuggling occurs. Previously, in principle, all transactions passed though the state export and import corporations, but from 1980-1981 to 1985 provinces, cities and individual enterprises were apparently given some freedom to sign contracts with foreign trades.
