The exiled Kampuchean leader, Prince Sihanouk, and the present regime's Prime Minister broke through nine years of deadlock yesterday by agreeing to negotiate a political settlement to the country's civil war. After two days of talks in a luxury chateau outside Paris Sihanouk and Mr. Hun Sen signed a four- point agreement calling for joint efforts to build "a new, democratic, independent Kampuchea"
