A summit meeting between the Soviet Union and China is likely to be held in the first half of next year, according to Moscow's top negotiator with Peking. Mr. Ivan Rogachev, the Deputy Foreign Minister, who has conducted most of the recent talks with China said in Moscow yesterday that both sides agreed a summit was needed.
