As the first head of the Oxfam - NGO relief team inside Kampuchea from November, 1979 to June 1980, perhaps I might be allowed to comment on your correspondence. Lek Hor Tan (letter, October 04) claims that the Khmer Rouge (under Pol Pot) who are in the CGDK are "acceptable and necessary to all the Cambodian factions and foreign powers directly involved with Cambodia".
