They put Khmer Rouge force at up to 40,000 men against estimates of between 10,000 and 20,000 each for Sihanouk and troops of the Vietnamese-backed government in Phnom Penh. Sihanouk says that Khmer Rouge should also be include in the army but added that China, which backs the guerrillas, agrees that some of their leasers, including former Prime Minister Pol Pot and Defense Minister Son Sen, should be excluded.
