(Sihanouk) The Cambodian problem is not primarily an internal Cambodian problem but a conflict between Cambodia and Vietnam, its aggressor. There is little chance of this problem being solved while Vietnam refuses to negotiation with us. The Vietnamese are forcing me to deal with their Phnom Penh puppet.
