As soon as the New Year dawned, the Vietnamese Foreign Ministry declared that Vietnam would withdraw all its troops from Cambodia by September if a political solution to the Cambodian issue was reached. After all, the Vietnamese government's statement on troop withdrawal is merely a promise.
