Ke Thaong aka Nang, medical staff of hospital P-31, confessed that in October 1972, Meun, chief of Northern zone military unit, division 117, joined the meeting and accepted plan from Roat, chief of Northern zone logistics, to mobilize network so as to build up traitorous forces and to take part in plan to liberate the country in October 1973.
ឈ្មោះ កែ ថោ ហៅ ណាង ពេទ្យ ព-៣១ បាននិយាយថា ឈ្មោះ ម៉ឺន ប្រធានយោធាភូមិភាគឧត្ដរ កងពល ១១៧ បានចូលរួមប្រជុំ ទទួលផែនការពីឈ្មោះ រាត់ ប្រធានភស្ដុភារភូមិភាគឧត្ដរនៅ ខែ១០-១៩៧២ ឱ្យប្រមូលកម្លាំងកសាងកងទ័ពក្បត់ និងផែនការ រំដោះប្រទេសខែ១០-១៩៧៣។
