China and the Soviet Union will discuss Soviet troop withdrawals and confidence -building measures on their border when the Soviet Foreign Minister, Mr. Eduard Shevardnadze, arrives here today to prepare the first Sino-Soviet summit in 30 years. Est European sources said that during three days of talks with the Chinese leadership he will discuss the withdrawal of Soviet forces from Mongolia and the monitoring of military border operations.
