The specter of the Khmer Rouge retaking power, an original impetus for current negotiations on Cambodia, appears to be withering rapidly. The much feared Khmer Rouge still could topple the Vietnam-backed government in Phnom Penh, many diplomats monitoring Cambodia say but the likelihood has been diminished by recent recent events.
