Mr. Eduard Shevardnadze, the Soviet Foreign Minister, and his Chinese opposite number, Mr. Qian Qichen, reached a "broad consensus" on Cambodia during their first of talks here yesterday. While another equally important topic of discussion between the two foreign ministers was, according to the Soviet side, the upcoming Sino-Soivet summit, which is to take place during the next few months, the key issue was clearly Cambodia.
