Nhem Sean, soldier of Office of Division 310, confessed that Saom, Chief of Chamkar Leu District, received plans from Chhum, Chief of Kampong Svay District, to pit people against the army and to convince people not to provide food to the army. Saom was involved in hiding weapons and food provided by Voeung and Oeun, soldiers of Division 310.
ឈ្មោះ ញ៉ែម ស៊ាន យុទ្ធជននៅមន្ទីរកងពល ៣១០ ឆ្លើយពីឈ្មោះ សោម គណៈស្រុកចំការលើ ថាៈ សោម បានទទួលផែនការពីឈ្មោះ ឈុំ គណៈស្រុកកំពង់ស្វាយឱ្យបង្កទំនាស់រវាងប្រជាជននិងកងទ័ព បំផុសប្រជាជនកុំឱ្យផ្ដល់ស្បៀងឱ្យកងទ័ព។ សោម បានចូលរួម លាក់អាវុធនិងស្បៀងអាហារពីឈ្មោះវឿង និង អឿន នៅកងពល ៣១០។
