The latest Sion-Vietnamese Talks failed to resolve difference because of the "attitude" of Vietnam. While the Vietnamese agreed on the need for an international control Meconism and the need to end military aid to all parties, Vietnam would not pledge to retrain from sending its forces back to Cambodia in the future.
