Phnom Penh, Vietnam will unconditionally withdraw all its troops from Kampuchea by September. 30 to encurage a Political settlement of the bloody 10 year conflict, the two governments announced. Vietnam previously had said it would withdraw its remaining troops, at up to 70.000 by the end of the year and would be out by September only if a political settlement among the competing communist and non-communist Kampuchean factions were reached.
