Vance was referring to China's invasion of Vietnam early in 1979, to punish Vietnam's move to topple the KR from power in Cambodia. China's role in stopping the KR from returning to power in Cambodia in now central, following Vietnam's military withdrawal last September and Phnom Penh's acceptance of an eventual UN peacekeeping role.
