A government official said it could be the act of an enemy truing to destabilize and demoralize people living in Phnom Penh. The Khmer Rouge radio on Sunday claimed that it was responsible for the explosions. Vietnam invaded Cambodia nearly 11 year ago and ousted the Khmer Rouge, held responsible for killing hundreds of thousands during a fanatical Maoist- style rule in Cambodia between 1975 and 1979.
