It was almost a re-run of the International Conference in Cambodia in Paris last August when the three-day Jakarta peace talks, which ended yesterday, became bogged down over terminology. Actually it was probably worse because the meeting was stumbling over the same old peripheral issues, i, e, the return of the " genocide regime " and the " Vietnamese settlers " brought up by the two main rivals, the Khmer Rouge and Vietnam.
