A Communique released after two days of talks in Paris appealed to Cambodia 's warning factions to " delegate " all necessary powers " to the UN during a transitional period in which free elections would be organised. Under the proposal the four Cambodian parties would jointly from a supreme national council that could occupy the country 's seat in the UN but could cede day to day administrative responsibility to the court today.
