Cambodian have never been so divorced from their political leaders, be they in the Phnom Penh government or the resistance factions. With the finalizing in Paris aver the weekend of a draft peace plan by the five permanent members of the UN security Council all Cambodian in the street wanted to know is " When is the UN coming ? " for them the UN is now synonymous with peace, after 20 years of war.
