The Khmer Rouge agents, who apparently enter Phnom Penh disguised as farmers, are also thought to be responsible for a series of bomb attacks in the city over the past year, and a whispering campaign warning Cambodians, against collaborating with the Phnom Penh authorities, whom the Khmer Rouge still brands as Vietnamese puppets.
