"The Khmer Rouge said it saw little Chance of progress in US, Vietnamese talks on Cambodia as long as Hanoi rejects plans for a major UN role in a Cambodian settlement. The Vietnamese enemy aggressors have changed neither the position nor attitude which would assure that Vietnam is willing resolve the Cambodian problem via political means".
