The Soviet Deputy Foreign Minister explained the Soviet stand regarding the Khmer Rouge that is the Soviet Union has no Policy of preventing the Khmer Rouge from sharing administrative power with the other Cambodian factions it merely does not wish to see the Khmer Rouge return to monopelise power in Cambodia.
