Talks between Cambodia's four warring factions, meeting together for the first time at the Supreme National Council, broke up in disarray yesterday. Failure to reach agreement on even the first item on the agenda underlines the patience and determination which the five permanent members of the United Nations Security Council will need if they are to push ahead will the five-point peace plan for the country agreed late last month.
