Phnom Penh insists that the peace plan produced by the five permanent members of the UN Security council the United States , the Soviet Union, China, Britain and France should give " sufficient guarantees to block the return of the genocidal Khmer Rouge regime" and is opposed to the dismantling of it army " the only force capable " of opposing a Khmer rouge return.
