Hanoi has backed Phnom Penh's government since invading its neighbor to oust the rival Marxist Khmer Rouge Government in late 1978 . The Khmer rouge is joined in a uneasy alliance with two non-communist guerrilla groups fighting Phnom Penh in a bloody 12 years old civil war.
