The loss of East European aid, coupled with the continued western aid embargo, represents the greatest threat to Cambodia's fragile recovery from the holocaust perpetrated by the Khmer Rouge under Pol Pot in the late 1970's which resulted in the deaths of an estimated one million Cambodians.
