These two points clearly show that as a matter of fact, it is not the Khmer Rouge danger that Vietnam and the Vietnamese regime in Phnom Penh are so afraid of , but instead it is the presence of UNTAC and the UN peacekeeping force, which will control and certify that all Vietnamese troops are withdrwn from Cambodia.
