Prince Sihanouk go to Cambodian capital Phnom Penh soon to set up a "Super government" above the regimes of the incumbent communist and their guerrilla rivals. He would return to the capital to establish a SNC envisaged in a UN peace plan as the embodiment of Cambodian sovereignty.
