Hor Namhong said on July 5th that the Khmer Rouge claims that the Supreme National Council would act as the government of Cambodia were unfounded. The SNC would represent Cambodian sovereignty in the transition period up to general elections but had no legal base and no institutional character, not even that of a de facto government, he said, in an interview with SPK News Agency.
