Non-communist Cambodian guerrilla groups yesterday urged the Phnom Penh government and its bitter foe, the Khmer Rouge, to stop trading accusations of ceasefire violations. The call was heard here on the voice of the Khmer (VOK) radio, operated by the two small factions allied to the powerful Khmer Rouge, Cambodia's former radical Marxist rulers.
