កំណត់សម្គាល់សេចក្ដីសង្ខេប :
Plot to destroy the revolutionary forces was to shoot dead any cadre who walked alone or with another one. In case of leaking the plots to the Angkar, we had to report that these people were undercover agent. First anti-party plan in December 1975 and second anti-party plan in October 1976 were due to be implemented. The plots, if disrupted, would be done in December 1977. The prime target was to seize control of Information Office at Wat Phnom, Stung Meanchey Radio Station and Olympic Stadium where Angkar's tanks parked. The plots were hatched by internal elements belonging to the White Khmer networks disguising into the revolutionary line under the leadership of Lay, Deputy Chief of Regiment, Division 14 "former police in 1967".
ផែនការបំផ្លាញកម្លាំងបដិវត្ដគឺយុទ្ធវិធីលបបាញ់សម្លាប់កម្មាភិបាល ដែលដើរម្នាក់ឯងឬពីរនាក់។ បើអង្គការដឹងត្រូវរាយការណ៍ថា មនុស្សនេះជាសន្ដិសម្ព័ន្ធបង្កប់។ ផែនការវាយបក្សលើកទី១ ខែ១២-១៩៧៥, លើកទី២ ខែ១០-១៩៧៦ បើអាក់ខានលើកទៅខែ១២-១៩៧៧ វិញ ហើយទិសដៅសំខាន់ដែលចងបានគឺមន្ទីរឃោសនាការ វត្ដភ្នំ, ប៉ុស្ដិវិទ្យុស្ទឹងមានជ័យ និង ស្ដាតអូឡាំពិកជាកន្លែងដាក់ រថក្រោះតូចធំរបស់អង្គការ។ ផែនការនេះជារបស់ពួកផ្ទៃក្នុងដែលជា បក្សពួកខ្សែខ្មែរស បង្កប់ក្នុងជួរបដិវត្ដមានមេដឹកនាំឈ្មោះ ឡាយ ជាអនុប្រធានវរសេនាធំ កងពល ១៤« អតីតប៉ូលីសនៅឆ្នាំ ១៩៦៧»។
