As has so often been proved in Indochina, a treaty is no guarantee of peace suspicions and rivalries run deep in Cambodia, in particular, and great efforts are necessary to ensure that peace is more than a respite. Freedom and elections will occur in Cambodia only if Cambodian leaders are able to continue the good will they shown in recent weeks.
