In 1967, Khoeun was a policeman. From 1968 to 1970, he was a Free Khmer's force who was assigned by In Tam to infiltrate into Muk Kampoul district. In 1973, Phon, chief of district, assigned Khoeun to serve as chief of Rorka Kaong sub-district and later, was a deputy secretary of Muk Kampoul district. Khoeun convinced people to rebel against the revolution. Moreover, Khoeun hid 40 rifles and destroyed rice warehouse.
នៅឆ្នាំ១៩៦៧ ខឿន ធ្វើជាប៉ូលីស ហើយចូលខ្មែរសេរីនៅឆ្នាំ ១៩៦៨ ដល់ ១៩៧០ អ៊ិនតាំ អោយមកបង្កប់ខ្លួននៅ ស្រុកមុខកំពូល។ នៅឆ្នាំ១៩៧៣ គណៈស្រុកឈ្មោះ ផុន អោយធ្វើប្រធាន ឃុំរកាកោង បន្ទាប់មកធ្វើអនុលេខាស្រុក មុខកំពូល។ ខឿន បានធ្វើសកម្មភាពបំផុសប្រជាជនអោយធ្វើ កុប្បកម្មប្រឆាំងបដិវត្ដ យកអាវុធអង្គការ ៤០ដើមមកលាក់ទុក និងវាយឃ្លាំងអង្ករ។
