A new administrative team, hand picked by the Khmer Rouge military chief in the region whose name is Nikorn, arrived at site 8 several days later with the apparent mandet to force back to Khmer Rouge control the 44,000 Cambodian peace settlement provisos for free choice in repatriation for the Cambodians on the Thai border, to which the KR have agreed.
