Khmer Rouge Guerrillas have launched a series of attacks which United Nations peacekeepers said yesterday were the worst breaches to date of the peace agreement ending the Cambodian civil war. The attacks were against areas held by the Phnom Penh government in the central Province Kampong Thom .
