Faced with a delicate test of its credibility, the UN security council made exactly the right call on Cambodia this week. The Khmer Rouge faction has been openly defying the peace treaty it signed last year by refusing to demobilize its guerrillas and barring UN monitoring and voter registration teams from areas it controls.
