Ke Thaong aka Nang, medical staff of P-31, confessed that San, former chief of water transport, taught at a school of Kampuchean Labor Party and received Ratt's indoctrination with treason against the party to establish traitorous forces. In February 1973, San attended the meeting and received Ratt's plans to liberate the country. After the plan was aborted, Ratt ordered San to disguise into ministry of logistics and to mobilize more forces.
កែ ថោង ហៅ ណាង ពេទ្យព-៣១ បានឆ្លើយថាឈ្មោះ សាន អតីតប្រធានការណូតដឹកជញ្ជូនជើងទឹក បានរៀនសាលាបក្សពលករ កម្ពុជា ហើយបានទទួលការអប់រំឱ្យក្បត់បក្សពី រាត់ ឱ្យប្រមូលកម្លាំង កសាងទ័ពក្បត់។ ខែ២-១៩៧៣ សាន បានចូលប្រជុំទទួលផែនការ រំដោះប្រទេសពីរាត់។ ក្រោយមកផែនការនេះត្រូវបរាជ័យ រាត់បាន ចាត់តាំងសានឱ្យបង្កប់ក្នុងក្រសួងភស្ដុភារ ហើយធ្វើសកម្មភាពប្រមូល កម្លាំងបន្ដទៀត។
