Phnom Penh (AFP), the united Nations said Wednesday it had begun armed naval patrols to protect ethnic Vietnamese fleeing Cambodia by the thousands to escape Khmer Rouge violence. The patrols would "provide a presence to deter acts of violence and deter extortion," the spokesman for The UN Transitional Authority in Cambodia, Eric Falt, said.
