Ke Thao aka Nang, medical staff of P-31, confessed that Phoeung studied at Kampuchean Labor Party and Ratt indoctrinated him with treason and integrated him into the Party. In 1972, Phoeung attended the meeting and received Ratt's plots to build up more traitorous forces and to liberate the country in October 1973. After that, in 1973, Phoeung received Ratt's assignment to central member of the Labor Party to take in charge of country staff logistics.
កែ ថោ ហៅ ណាង ពេទ្យព-៣១ បានឆ្លើយថាឈ្មោះ ភឿង បាន ចូលរៀនសាលាបក្សពលករកម្ពុជាហើយ រាត់ជាអ្នកអប់រំឱ្យក្បត់ បញ្ចូលភឿង ទៅក្នុងបក្សពលករកម្ពុជា។ ឆ្នាំ១៩៧២ ភឿង បាន ចូលរួមប្រជុំទទួលផែនការពីរាត់ឱ្យប្រមូលកម្លាំងកសាងទ័ពក្បត់ និង ផែនការរំដោះប្រទេស ខែ១០-១៩៧៣។ ក្រោយមកនៅឆ្នាំ ១៩៧៣ ភឿងបានទទួលការចាត់តាំងពីរាត់ ឱ្យធ្វើជាសមាជិកមជ្ឈឹម បក្សពលករទទួលបន្ទុកខាងភស្ដុភារសេនាធិការទូទាំងប្រទេស។
