Ke Thao aka Nang, working at hospital P-31, confessed that in October 1972, Kiem accepted plan from Roath, chief of Northern zone logistics, to expand traitorous forces and to carry out plan to liberate country in October 1973. Kiem was a member of the Kampuchea Labor Party's central committee; moreover, he was ready to receive the responsibility as secretary of Northern zone, after getting the authority successfully.
កែ ថោ ហៅ ណាង ពេទ្យ ព-៣១ បានសារភាពថា នៅខែ ១០-១៩៧២ កៀម បានទទួលផែនការពីរដ្ឋ ប្រធានភស្ដុភារ ភូមិភាគឧត្ដរ ឱ្យប្រមូលកម្លាំងកសាងទ័ពក្បត់ និងផែនការរំដោះ ប្រទេសនៅខែ១០-១៩៧៣។ កៀម ជាសមាជិកគណៈមជ្ឈិមបក្ស ពលករកម្ពុជា។ កៀម ត្រៀមខ្លួនទទួលនាទីជាលេខាភូមិភាគឧត្ដរ ក្រោយពេលរឹបអូសយករដ្ឋអំណាចបាន។
