Khmer Rouge leader Khieu Samphan returned to Phnom Penh on Tuesday (13 July) for the first time since quitting the capital in mid-April for Security reasons, citing fears for their safety, Khieu Samphan and his followers decamped to the guerrilla group's stronghold in North-Western Cambodia.
