Phnom Penh, the United Nations mission accused Thai troops on Monday of standing by an videotaping as Khmer Rouge guerrillas attacked and then detained 21 UN peacekeepers on Thai soil. The renewed violence came as the peacekeeping mission began its withdraw from Cambodia, ending a 17 month assignment.
