I donot share the opinion expressed by my colleague Peter Shier in this column (Letters, August 12), that Cambodia will kow peace only when the Khmer Rouge is included in the new government. To put the Khmer Rouge leadership (Pol Pot, Khieu Samphan , Son Sen, Ta Mok, etc..) on the same level as members of the Cambodian communist Party is to change the historical realities for political purposes.
