Phnom Penh, Prime Minister Hun Sen promised Wednesday that his government would freely surrender power if it lost the elections being supervised by the UN next week. Asked if the government would step down if it lost the election, Mr. Hun Sen replied, "we are going to transfer everything we have now to the winners."
