Colleague from Thai Embassy this morning mentioned that during talk with Thai Ambassador on September 19 (separate telegram refers), Chinese Vice-Foreign Minister Chang Hai feng had referred to Laos as being "under military occupation by Vietnam" Vietnam had 40,000 troops stationed in Laos.
