Sihanouk asked several times that our exchange not be reported to anyone but you personally. While there is no reason why his remarks should not known more widely within the government, the burden of his intention was, I believe that we should not tell the press or the United States. I have addressed this message to you personally, therefore, so that you may keep faith within him if he is, in fact , to return to Cambodia as part of a new government.
