Chief the US Liaison Office Ambassador Bruce has told me that in his view the US has virtually no negotiating positing left on Cambodia, Since Premier Chou En- Lai is backing Sihanouk heavily, Lon Nol's government is not viable and president Nixon is hamstrung by the August is bombing deadline. He sees the return of Sihanouk to Phnom Penh as certainly ( with the usual reservations about Sihanouk' s role there and the length of his stay in Phnom Penh.
