The fear of American invasion following the publicity given Herdon's disclosure of a V.C. base inside Cambodian territory panicked the government into considering preparatory defensive and economic measure, which, to judge from outward appearance in Phnom Penh at least, left the people distracted from their customary peaceful in difference.
