In my telegram 1115 this morning 01 December I proposed seeking to hand over American note and summary to Cambodian Government tomorrow morning 02 December. We have now received Saigon telegram 2450 to you and your telegram 2265 to Saigon. In the light of these telegram I will now not proceed with handing over until I received firm would from you to do so.
