You may wish to continue the discussion with Mr Rusk about the situation we now face as a result of the cooling of relations with Cambodia. In the light of United States military pressure for operation against the VC/ PAVN in Cambodia, It is reassuring to know that Mr Rusk shares our concern to maintain channel communication with Phnom Penh. You may wish to outline to him the attitude we are talking to the withdrawal of the Cambodian Ambassador and his staff from Canberra.
